The head of the Federal Medical and Biological Agency Veronika Igorevna Skvortsova and the head of the Republic of Bashkortostan Radiy Khabirov opened the XIII All-Russian Forum of the Blood Service, which took place in Ufa on the eve of the National Donor Day.

More than 400 participants from 85 constituent entities of the Russian Federation gathered at the forum. Representatives of the FMBA of Russia, the Federation Council of the Federal Assembly of the Russian Federation, the Ministry of Health of Russia, the government of the Republic of Bashkortostan, heads and leading specialists of the Blood Service institutions, representatives of business and non-profit organizations took part in the event. The experts discussed the results of the work of the Blood Service for 2020, topical issues, and development prospects.

“Support and promotion of donation are one of the most significant areas of volunteering. For many years, the FMBA of Russia has been coordinating the Blood Service in our country, carrying out coordination work on its development. Today, the Blood Service is a well-coordinated system that allows all medical organizations - federal, regional, departmental and private - to be provided with the required amount of blood and its components in various situations on the territory of all 85 regions of the country” - Veronika Skvortsova, head of the FMBA of Russia.

Veronika Skvortsova also noted that the close-knit work of the federal services coordinating the Blood Service, regional institutions of the Blood Service, volunteers, the National Front, the Molodezhki ONF, and the leadership of the constituent entities of the Russian Federation made it possible to prevent a decrease in the number of donations and deficiency of blood and its components against the background of a pandemic of new coronavirus infection in the country.

“Combining efforts made it possible to include more than 175 thousand donors in the system and provide all medical organizations in the country with the necessary amount of blood and its components. Efficient resource management allowed us not only not to reduce but to increase, in comparison with 2019, the volume of blood components - plasma and platelet concentrate - by more than 15%. This is a unique situation in the world” - Veronika Skvortsova.

She also emphasized that platform and scientific approaches that allow rapid response to the needs of the health system are fundamental for the development of the Blood Service.

For example, during the pandemic, already in April, a Coordination Center for the Procurement of Antique Plasma was established. In 2020, more than 22 tons of antique plasma were prepared.

The head of the federal agency also drew attention to the fact that the FMBA of Russia attaches importance to the donation of bone marrow and hematopoietic stem cells. The donor register created by the Agency is the largest in Russia today and includes more than 56.5 thousand donors. In 2020, about 8,400,000 new donors of bone marrow and hematopoietic stem cells were included.

“We are now integrating our register into an international search engine. The established contacts with our colleagues abroad allow us to hope that shortly we will reach a high international level in the annually performed bone marrow and hematopoietic stem cell transplants” - Veronika Skvortsova.

The head of the FMBA of Russia expressed gratitude to the leadership of the Republic of Bashkortostan and personally to its head Radiy Faritovich Khabirov for help in organizing the forum, noting that one of the most active regional systems of the Blood Service is located in the Republic of Bashkortostan, and the people who manage this Blood Service are an asset of the all-Russian movement of the Blood Service

In turn, Radiy Faritovich greeted all the participants of the forum and thanked all the specialists of the Blood Service for their work.

Deputy Prime Minister of the Russian Federation for Social Policy Tatyana Alekseevna Golikova, Minister of Health of the Russian Federation Mikhail Albertovich Murashko, Deputy Chairperson of the Federation Council of the Russian Federation Galina Nikolaevna Karelova and Chairman of the State Duma Committee on Health Protection Dmitry Anatolyevich Morozov welcomed the participants.

Olga Valerievna Eichler, Head of the Department of Medical Support for Conversion and Extreme Work and the Blood Service of the FMBA of Russia, spoke in her report about the main results of the work of the Russian Blood Service in 2020, amid a pandemic of new coronavirus infection. She noted that the adaptation of the Blood Service to work in the conditions of a new coronavirus infection took place as soon as possible.

“The resources of components that are in long-term storage were involved; procurement in stationary conditions was adjusted and the most convenient work schedule was amended to avoid the queues of donors at the station; monitoring of the blood service and the situation with donation was introduced; anti-epidemic measures were strengthened to select donors for donation and health of the station personnel - not a single institution was closed for a day. In the most difficult month of the decline in donor activity - April, the FMBA of Russia, together with the Youth Movement of the Public Popular Front “ONF Molodezhka”, launched the All-Russian Marathon #Stay a Donor, which took place in several stages throughout 2020. More than 175,000 people have become donors throughout the country” - Olga Valerievna Eichler.

Elena Ivanovna Stefanyuk, Director of Nonprofit organization the National Health Fund, Chairman of the Coordinating Council for Blood Donation at the Public Chamber of the Russian Federation, member of the Public Council of the FMBA of Russia, highlighted the results of the All-Russian study "Actual problems of donation development through the eyes of participants in the blood donation institute”. More than 6,000 people from 83 regions of the Russian Federation took part. Among them are various categories of donors, both regular and beginners, organizers of the donor movement, specialists of blood service institutions.

Special attention was paid to the formation of a federal register of bone marrow and hematopoietic stem cell donors. The director of the Kirov Research Institute of Hematology and Blood Transfusion of the FMBA of Russia, Igor Vladimirovich Paramonov, made a presentation.

Today, the register of the FMBA of Russia is the leader in terms of the number of included and typed potential donors, which became possible due to close cooperation with blood transfusion stations in the regions. Through the joint efforts of the executive authorities and the donation institute, the Russian Federation soon should reach the international level in terms of the number of allogeneic bone marrow and hematopoietic stem cell transplants performed annually in the population.

The meeting was attended by Deputy Prime Minister - Minister of Health of the Republic of Bashkortostan Zabelin Maxim Vasilyevich, who acquainted the Forum participants with the experience of the development of the Blood Service of the Republic of Bashkortostan.

During the plenary session, a ceremony was held to award representatives of companies, institutions, and organizations actively promoting the donor movement with the departmental insignia - the medal of the FMBA of Russia “For Assisting the Donor Movement”.

The agenda of the Forum also included issues of the blood service institutions’ work in Russia during the COVID-19 pandemic, an overview of successful practices for preserving and developing donor potential.

The final event of the XIII All-Russian Forum of the Blood Service was the solemn ceremony of awarding the winners of the Professional Skills Competition among the institutions of the Blood Service of Russia.

Among the winners: in the nomination "The Secret of Success - Consistency" (the best project in the development of free regular donation of blood and its components), the first place was taken by the Regional Blood Transfusion Station of the Ministry of Health of the Khabarovsk Territory, the "Far Eastern Character" project; in the nomination “Time for adult things” (the best youth project aimed at promoting and developing voluntary donation of blood and its components), the first place was awarded to the Saratov Regional Blood Transfusion Station, the project “Thank you for help!”; The Kirov Research Institute of Hematology and Blood Transfusion of the FMBA of Russia, the project “Saving Lives Throughout Russia!” became the winner in the “Cells of Life” nomination (the best project in the field of promoting the development of donation of hematopoietic stem cells and bone marrow).

The winners from different regions of the country in the nomination "Best Medical Worker of the Blood Service of 2020" were also awarded. In the category "doctor-transfusiologist": the winner was Mikhail Nikolaevich Antipin, head of the branch, doctor-transfusiologist of the Achinsk branch of the Krasnoyarsk Regional Blood Center No. 1, in the category "doctor of the clinical diagnostic laboratory" the winner was Tatiana Alexandrovna Suslova, Head of the Molecular Biological Diagnostics Department of Chelyabinsk regional blood transfusion station, in the category "nurse": Osipova Svetlana Nikonovna, senior nurse of the department of blood and components collection of the branch No. 1 of the Blood Center of the Leningrad region, in the category "laboratory assistant": Zhbanova Nina Ivanovna, medical assistant-laboratory assistant of the laboratory of immunological research of the clinic -diagnostic laboratory of the Mordovian Republican Blood Transfusion Station.

The participants expressed a unanimous opinion that the recommendations of the forum will contribute to the development of common approaches and the solution of urgent tasks aimed at the further development of the Blood Service in the Russian Federation.

On May 27, Ivanovo welcomed the opening of a new modular plasma center under Russia’s Federal Medical-Biological Agency (FMBA), marking a key milestone in the implementation of the Concept for Increasing Plasma Blood Collection for Pharmaceutical Production. Developed by the FMBA under the directive of the President and the Russian Government, the strategy was approved on February 9, 2023, by Prime Minister Mikhail Mishustin. The new facility will have an annual capacity of over 30 tons of blood plasma.

Leading up to national donor day on april 20, a nationwide awareness campaign took place across Russia. In the week starting April 14, 2025, blood donation centers across Russia hosted a series of events to raise awareness about blood, blood component, and bone marrow donation. These events offered the public a chance to attend lectures, take part in tours, join workshops and open discussions with medical professionals, connect with experienced donors, and, most importantly, make their own donations. Participants learned more about the donation process and heard real stories from people whose lives were saved thanks to donors.
