A round table dedicated to the development of the Blood Service was held in the State Duma Committee on Health Protection with the support of the FMBA of Russia

The meeting of the State Duma Committee of the Federal Assembly of the Russian Federation on health protection on the topic "Blood service: history and development prospects" was held on October 13 with the support of the FMBA of Russia.

The event was held as part of the FMBA of Russia Week in the State Duma, dedicated to the 75th anniversary of the Agency. The meeting was attended by Leonid Ogul, First Deputy Chairman of the State Duma Committee on Health Protection, Olga Eikhler, Head of the Department of Medical Support for Extreme Works and Blood Services of the FMBA of Russia, Igor Paramonov, Director of the Kirov Research Institute of Hematology and Blood Transfusion of the FMBA of Russia, representatives of the Ministry of Health of Russia, Ministry of Industry and Trade of Russia, professional and patient communities.

Leonid Ogul noted in his speech that the contribution of the FMBA to the development of domestic healthcare cannot be overestimated.

Olga Eikhler, Head of the Medical Support for Extreme Works Department and the Blood Service of the FMBA of Russia, thanked the deputies of the State Duma and the participants of the round table for their high interest in the development of the Blood Service and for holding the round table dedicated to the anniversary of the Agency. The participants were shown a video dedicated to the 75th anniversary of the establishment of the FMBA of Russia on the main directions of the Agency's activities.

Olga Eichler in a report «Legal regulation of the Blood Service of the Russian Federation» touched upon the improvement of the regulatory framework and changes to the current legislation that were adopted during 2022 and relate to the mechanisms for transferring blood components to the production of vital drugs derived from blood plasma. The issues of improving the provision of transfusiological care to the population, ensuring the production of blood products in Russia, and developing a unified information base for blood donation were also discussed.

«An important activity of the Blood Service is the development of domestic production of blood products. Undoubtedly, the amendments to the Federal Law on Donation of Blood and its Components, adopted this year, became fundamental for solving this problem. It should be noted that the Federal Medical-Biological Agency, pursuant to the Decree of the President of the Russian Federation, has developed a concept for increasing the procurement of blood plasma for the production of medicines. Currently, the provision of domestic drugs derived from plasma is 36% for albumin and 28% for immunoglobulin. We strive to become self-sufficient in the country by 2024 in the production of all vital drugs from human blood plasma» - Olga Eichler.

Igor Paramonov, director of the Kirov Research Institute of Hematology and Blood Transfusion made a presentation on the topic «Creation of the Federal Register of Bone Marrow and Hematopoietic Stem Cell Donors». He focused on the updated legislative and regulatory framework, which touched upon the issues of bone marrow and hematopoietic stem cell donation, as well as vesting the FMBA of Russia with the functions of maintaining the Federal Register of Bone Marrow and Hematopoietic Stem Cell Donors.

«The updated legislative framework regulates the maintenance of the Federal Register of Bone Marrow and Hematopoietic Stem Cell Donors, as well as the rights of donors to medical examination, treatment and medical rehabilitation under the program of state guarantees of free medical care for citizens and free travel to and from the place of bone marrow extraction» – Igor Paramonov.

Elena Stefanyuk, Deputy Chairman of the Coordinating Council for Blood Donation at the Civic Chamber of the Russian Federation, Director of the National Health Development Fund shared the practice of interaction between the FMBA of Russia and public institutions. She spoke about the activities carried out in 2022 aimed at replenishing blood supplies, including the importance of conducting an information campaign in support of blood donation. At the end, Elena Stefanyuk congratulated the staff of the FMBA of Russia, which is entrusted with the important task of developing blood donation in Russia, and presented a memorable gift as a sign of cooperation between the Agency and the Foundation.

Based on the results of the heard information, the main proposals and tasks were formed to strengthen state support for measures to modernize the institutions of the Blood Service with an emphasis on import substitution, as well as to expand measures of social support for bone marrow donors.

At the end of the round table, Leonid Ogul awarded the teams of the FMBA of Russia, the Russian Research Institute of Hematology and Transfusiology of the FMBA of Russia, the Kirov Research Institute of Hematology and Blood Transfusion of the FMBA of Russia with memorable gifts from the State Duma and gratitude from the Committee of the State Duma for their high professionalism, work and great contribution to the development of domestic healthcare. Olga Eichler thanked her colleagues for the opportunity to hold an interesting round table at the State Duma and discuss important issues in the area of the Blood Service. On behalf of the head of the FMBA of Russia, Veronika Skvortsova, the employees of the apparatus of the State Duma Committee on Health Protection were presented with gratitude.

On August 20, Head of the Federal Medical-Biological Agency (FMBA) Veronika Skvortsova and Chair of the Elbrus Russian Leaders Club Tatyana Dyakonova launched an educational expedition aimed at creating modern, effective approaches to encouraging blood and bone marrow donation among young people. The two leaders wished the teams success in shaping youth-centered strategies for building a strong donor culture.
